Spokesperson of Congress party, Manish Tewari expressed the party's utter displeasure at American magazine and questioned its logic to arrive at such ridiculous view.
He was speaking to the mediapersons while reacting on this issue in New Delhi on Sunday (July 08).
He brushed aside clouds of doubt over Singh's United Progressive Alliance (UPA) government, as claimed by the international magazine in its ensuing Asian edition.

NEW DELHI, INDIA (JULY 08, 2012) (ANI) - Federal ruling Congress party assailed the Time magazine for terming the Indian Prime Minister Manmohan Singh as an 'underachiever.'
"In the past eight years the UPA government under the leadership of Prime Minister Dr. Manmohan Singh has provided political stability, social cohesion, internal amity, economic development and a greater role for India in international affairs. This by no stretch of imagination can be called or characterised or labelled as an underachievement," said Manish Tewari.
Further he asked the magazine, published from the USA, to look at its own country's economic condition before pointing an odd finger at India and its leadership.
"I am astonished to witness the criticism of India's economy and financial management by those people whose own country's growth rate is either negative or around one percent. Hence when a country is judged then its context, achievements, leadership provided during global crisis, should all be considered as well before making such ridiculous statements," added Tewari.
Earlier in the day India's main opposition the Bharatiya Janata Party (BJP) used the Time story to launch a sharp attack on Singh, whose government has been lately been ridden in controversies and scams.
The Time Magazine has also raised questions on Manmohan Singh's ability to act in the face of slowing growth, widespread charges of policy inaction and the unpopularity of business reforms.
"India needs a robot. Is Prime Minister Manmohan Singh up to the job?" asked the weekly magazine.
Manmohan Singh took over the portfolio of the Finance Ministry after Pranab Mukherjee resigned on March 26 to contest as the federal ruling United Progressive Alliance's candidate in the presidential poll that is to take place on July 19.
Reportedly, after assuming charge of the Finance Ministry, the Prime Minister had assured the nation that he would take all possible steps to ensure that the country's economy treads on the path of growth.
However, the Congress party-led coalition had been hit by graft scandals including allegations of kickbacks at the Commonwealth Games and a telecom scam that may have cost the government up to $39 billion in revenues.
A series of high-profile scandals had eroded trust and stymied policymaking in Prime Minister Manmohan Singh's administration in recent months.
