As many as 500 homes and businesses were flooded in Lancashire and West Yorkshire after a month's worth of rain fell in 24 hours.
A hairdresser whose business had flooded said little was done to safeguard against the floods.
"It annoys me to think they knew that this was going to happen and they did nothing to mitigate the problem. It's just a joke," said Barry Greenwood.
